Articles of Federation
Preface
We, the member worlds, have decided to throw off the shackles of tyranny and paranoia, and shall seek a new life, and a better way to exist in the Universe. And, to this end, we do pledge to aid one another in our mutual times of need, and strive for harmony and prosperity, so that all might be allowed to seek after their own destiny.
Article I
It shall be that the Federation will be composed of any world who chooses to freely abide by the guidelines laid out in these articles. All member worlds, upon admission, shall receive an equal vote in deciding matters of policy.
Article II
Initial member worlds shall be those that ratify these Articles within 72 hours of their presentation. Additional, member worlds may be subsequently added by a majority vote of the Federation members.
Article III
Whereas the Federation is an alliance of independent worlds, there shall be no sovereign power. However, as times may demand a quick response or decision on matters outside the Articles, an Executor shall be elected by the member worlds. The Executor shall thus lose his right to vote save in the case of a tie amongst member worlds. Any decision of the Executor is nonbinding until approved by a majority of member worlds.
Article IV
Whereas, it is inevitable that amongst a group of people however well intentioned that problems shall arise, a Justicar shall be elected by the member worlds to act as the Judicial Body for the Federation. The Justicar, additionally, can call for a vote of no confidence in any Officer of the Federation and by a 2/3 vote have him removed from office. The Justicar can call for a vote of Expulsion from the Federation, and upon a 2/3 vote, the offending member may be expelled from the Federation. The Justicar himself can be removed from office by the Executor and a simple majority vote.
Article V
The Archon shall be the co-ordinating military officer of the Federation. Appointed by the Executor and approved by a majority of member worlds, the Archon shall be responsible for co-ordinating the military activities of the Federation at times of war.
Article VI
The member worlds of the Federation are free to pursue their own alliances both within and without the Federation. Each world is free to pursue its own destiny. However, there are obligations upon Federated worlds. In the event of outside aggression, if notified and available and time permits, a fleet shall be sent to the besieged world with a mission to defend, the minimum duration of which shall be 2 hours. If it is decided by a majority of worlds, a Draft of Vengeance may be passed, and it shall be that each member world, if within 20% of the total power of the offending world, shall send a battle fleet as co-ordinated by the Archon, or the duly appointed Vice-Archon. If a world is so heinous as to merit the strong opposition, the Executor may call for Articles of War. If approved by a majority of worlds, the planet under such an Article is to be attacked until surrender or defeat. Each planet has a responsibility to perform a military duty against the enemy each 48 hours. This duty can be either a battle fleet, or sending a fleet to defend a Federated World while its fleet is engaged in battle.
Article VII
Appointed by the Executor, the Eye shall be the intelligence officer for the Federation, and shall provide Intelligence information upon request of a Federated World. The Eye shall maintain such information and inform the Federation via the Politics section. As Intelligence gathering is expensive, the Eye is absolved of sending battle fleets in response to Article VII. However, against a world under Sanction, the Eye shall use his most powerful intelligence abilities against said world. The Eye may also request of any Federated World a scan for the purposes of gathering Intelligence. A world need not comply with this request more than once every 5 days.
Article VIII
If an Officer of the Federation is unresponsive for 48 hours, his duties shall be performed by either the Executor or the Justicar. And a vote of no-confidence may be taken to remove the idle officer.
Article IX
Additional Articles of Federation may be added by a 2/3 majority vote, and any member world may put forward such an article.
Article X
A vote shall be taken in a 24 hour period. To be legal, a vote must consist of half of the member worlds, and it is from this quorum that the majority and 2/3 is calculated. In the event that a quorum is not reached, the Executor may issue a judgement, but the judgement is subject to review by the full Federation, and may result in loss of office.
Article XI
Each Galaxy shall appoint for itself in general election, a Vice-Justicar, a Vice-Archon, and a sub-Eye. These sub-officers retain the same powers as outlines in these Articles save they yield supreme authority to the executive level officer.
